MEA Apostille & Embassy Legalisation Explained

Foreign universities must legally verify that an applicant's Indian high school marks are authentic and not forged. This involves a standardized 3-step legal chain:

  1. State HRD / Regional Authentication Centre (RAC): The state department where you completed Class 12 verifies your school marks against board records.
  2. Ministry of External Affairs (MEA), New Delhi: The consular division of the MEA attaches an official Apostille / Attestation sticker confirming sovereign verification.
  3. Vietnam Embassy Legalisation: The consular section of the Embassy of the Socialist Republic of Vietnam in New Delhi verifies the MEA seal and certifies the document for Vietnam.

* GoVietMed handles this entire chain for students through authorized consular agents, eliminating the need for parents to travel to New Delhi.

Frequently Asked Questions on Required Documents

What documents are required for MBBS admission in Vietnam?↓
The primary required documents are: Valid Passport (18+ months validity), Class 10 Marksheet & Passing Certificate, Class 12 Marksheet (with 50% PCB for General / 40% Reserved), NEET-UG Scorecard, School Leaving / Migration Certificate, Passport-size photographs (white background), Medical Fitness Report (including HIV/Hepatitis/Chest X-ray), and Bank Fee Remittance Slip (Form A2).

Yes. Under the National Medical Commission (NMC) Foreign Medical Graduate Licentiate (FMGL) Regulations 2021, an Indian citizen must qualify NEET-UG to be eligible to practice medicine in India or appear for FMGE/NExT upon graduation. Vietnamese universities will not issue a final admission letter without a qualifying NEET result.
How long should my passport be valid?↓
Your passport must have at least 18 months of validity remaining from your date of entry into Vietnam, and must have at least 4 blank visa pages for entry stamps and subsequent Vietnamese temporary residency cards (TRC).
Do educational documents require MEA attestation?↓
Yes. Your original Class 10 and 12 marksheets must undergo State Human Resource Development (HRD) / Home Department authentication, followed by an official Apostille / Attestation sticker from the Ministry of External Affairs (MEA), Government of India, and final legalisation by the Embassy of the Socialist Republic of Vietnam in New Delhi.
Do I need a medical fitness test before flying?↓
Yes. Vietnamese immigration and health authorities require an official medical checkup certificate verifying general physical and mental health, absence of infectious tuberculosis (Chest X-Ray report), HIV negative status, and Hepatitis B/C screening.
Are documents required to be translated into Vietnamese?↓
For English-medium medical degree programs, the university and embassy accept documents in English. Official university dossiers are formally translated and notarized by the university's international student office in Hanoi upon arrival.
Can I apply for admission before obtaining my passport?↓
You can initiate provisional university evaluation using your Aadhaar card and high school marksheets, but you must apply for an urgent (Tatkal) passport immediately. The university cannot issue an official Ministry of Education visa clearance without your passport number.
